Add Makefile and common.mk
These are required for the Chrome OS build. This is a partial revert of c7e849876a3c2f264b19b569c0b44287a287e839 ("Remove external/mojo makefiles") with some tweaks so things still compile on ToT. Bug: 37434548 Test: emerge libmojo-456626 for a CrOS board Change-Id: I24f38f9798c6d1a44ec7638fb0717f6c347ef46f
