Sync with latest libbpf repo (#4889)
Sync with latest libbpf repo. The top libbpf commit is: 3b0973892891 sync: remove NETDEV_XSK_FLAGS_MASK which is not in bpf/bpf-next anymore Signed-off-by: Yonghong Song <yonghong.song@linux.dev>
